It's never to early to start working on goals.

I recently made a deal with my daughter that I would give her my old ipod with some of her favorite songs loaded on it if she didn't watch tv for a work week.  Since she's 6, she was having trouble with the concept of setting a goal and sticking with it.  So we made up this goal tracking sheet I got from Achievement Unlimited to help her stay motivated.  Now she is excited to do the things we identified as alternatives to watching tv and track her progress which will eventually get her to her goal.
Breaking big goals down to manageable action steps you can do everyday and tracking your progress is the easiest way to make great things happen in your life.  One decision at a time, one day at a time.
